Set the maturity model

Step 3 of 8: define observable levels of oversight maturity

The maturity model describes what oversight looks like at each level, set against the knowledge framework. The levels are defined by what can be observed in practice, so a score reflects how a relationship is actually managed.

This creates a consistent basis for scoring current practice and for showing progression over time.

What this step involves

Together we specify:

  • What oversight looks like at each level, in terms that can be observed.
  • The evidence that places a relationship at a given level.
  • What movement from one level to the next would involve.
Why it matters

A shared scale means two relationships, or the same relationship at two points in time, can be compared directly. It also gives the next decision a reference point, because you can see where a relationship stands and what a realistic improvement would look like.
