Most alliance governance doesn't disappear. It keeps running, meetings held, reviews scheduled, sponsors named, while quietly stopping short of the thing it exists for: producing decisions. The forums are intact. The outcomes aren't.

This rarely looks like governance failing outright. It shows up as an action that's been "in progress" for three reviews running, a decision that keeps getting reframed as needing more information, or a sponsor who attends but defers every judgement call to someone else in the room. Ask how many decisions your last three alliance reviews actually produced, as opposed to updates given or discussions had.

The risk isn't that governance looks absent. It's that it looks entirely healthy, on a calendar, while the difficult calls it exists to make keep getting quietly deferred.

Signs this is happening

• Actions carry over from review to review without resolution
• Difficult or contentious decisions tend to get labelled as needing "more data" rather than being made
• Attendance and cadence are strong, but few reviews conclude with a clear decision
• No one can point to a decision the alliance governance forum made in the last quarter that changed anything

This condition is frequently paired with the operating model has not kept pace, since governance built for a smaller, simpler portfolio often keeps its shape while losing its ability to actually decide.

Addressed early, this is usually a forum design and accountability fix. Left unexamined, it's the reason problems get discussed indefinitely instead of resolved.
